I don't claim to have all the answers as to how to make everyone happy with regard to the method of aquiring T2 BPOs/items. I do know a few things though. The current system is flawed, in that it relies too heavily on random RL luck and not enough on gameplay. I do however realize now, after thinking hard about it that some randomness must be retained, and the amount of BPOs has to be limited to a degree or it'd all become worthless.
I do think that Research & Development as a playstyle in persuit of higher level technology blueprints needs to become more dynamic, and a lot more beefy and involved. I like the idea of the Explorer, but I don't think it needs to necessarily be another "profession", but part of the R&D dynamic. I also think that while risk vs reward scenarios shouldn't necesarily be required in R&D (we're scientists not warriors), but it should perhaps provide something like an RP advantage. I do think that R&D exploration would be similar to agent running, in that the actual research experiments and exploration would revolve around working with an NPC R&D agent or agents. I love the idea of exploring and finding artifacts, exotic materials and whatnot to help with R&D of a BPO. All these extra things would simply give you extra RPs, and perhaps a chance at a limited run T2 BPC.
As to the BP auction, as long as it was per person and one person with multiple accounts or a group of people couldn't pool their resources. Mostly because that would favor the person with more RL money to throw at the system, which is BS. One person with enough RPs to "buy" a T2 BPO probably deserves it because they have either been playing the T2 lottery for a long time and/or they have been running missions for RP for a long time, and likely deserve a reward.
I do think that perhaps CCP needs to take a second look at how many T2 BPOs are seeded as well. The population of EVE has exploded over the past year, and I'm not sure they have done anything to compensate for that with regard to T2.
I do not think that R&D has to be or should be tied to regular agent running, POSs, moon mining or anything else like that. R&D is a profession in and of itself. I also think that being able to use R&D agents should rely more on standing with R&D agents and working with those R&D agents rather than faction standing and regular agent running. It should be more skill intensive and specialized, and much more dynamic than just training up some skills and sitting in a station collecting RPs. That's my 0.02 isk about it...
